full membership

hi, can anyone tell me how to become a full member, how much it is and what you get etc.. my partner is a member of avo and he gets discounts on motoring things and a quarterly magazine..also i tried to put a photo up of 118 and it wouldnt let me.. is that because im not a full member yet.. ty
